We are please to announce the availability of the report, “2005-06 Quality Assurance Program Data Analysis Report.” This report contains findings from 140 of the schools participating in the Quality Assurance Program during the 2005-06 award year.

We analyzed about 138,000 ISIR records to determine the outcomes of institutionally developed verification systems. The study highlighted which data elements had the greater likelihood of change and how those changes impact Estimated Family Contribution (EFC) and Pell Grant Eligibility. Key findings include:

  • Institutionally developed verification procedures of Quality Assurance Program schools identified potential Pell Grant underawards.

  • About two out of every three Pell Grant related changes identified by institutional verification resulted in preventing an overaward.

  • The combination of both Dependent and Independent records show institutional verification procedures prevented over $35 million in Pell Grant overawards, and $19 million in Pell Grant underawards.

  • Although the analysis was preliminary, the impact of this analysis demonstrated that verification criteria developed by QA Program schools prevented a total of over $54 million in improper Pell Grant payments.
