The following regulations apply to the National Science Scholars Program: (a) The Education Department General Administrative Regulations (EDGAR), as follows, except as provided in paragraph (b) of this section: (1) 34 CFR part 74 (Administration of Grants to Institutions of Higher Education, Hospitals, and Nonprofit Organizations). (2) 34 CFR part 75 (Direct Grant Programs) except for the following: (i) Subpart C (How to Apply for a Grant). (ii) Sections 75.200 through 75.216, 75.218, and 75.220 through 75.261 of subpart D (How Grants Are Made). (iii) Sections 75.580 through 75.592 of subpart E (What Conditions Must Be Met By a Grantee?). (3) 34 CFR part 77 (Definitions that Apply to Department Regulations). (4) 34 CFR part 79 (Intergovernmental Review of Department of Education Programs and Activities). (5) 34 CFR part 81 (General Education Provisions Act-Enforcement) (6) 34 CFR part 82 (New Restrictions on Lobbying) (7) 34 CFR part 85 (Governmentwide Debarment and Suspension (Nonprocurement) and Governmentwide Requirements for Drug-Free Workplace (Grants)). (8) 34 CFR part 86 (Drug-Free Schools and Campuses). (b) For the purposes of the regulations in this part, the terms "grantee" and "recipient," as used in EDGAR, mean an institution of higher education that administers a scholarship award on behalf of a National Science Scholar.
