Any institution at which one or more NSSP Scholars are enrolled shall enter into an agreement with the Secretary under which the institution shall agree to comply with the provisions of the Act and of this part, including providing annual assurances of the eligibility of enrolled Scholars under Secs. 652.40 and 652.42 and the awarding of scholarships to those Scholars.
